The following layout test is flaky on Win Debug.

In Win Debug, sometimes an icon of a validation message is not rendered, which causes a image failure. It might be related to the slowness of Win Debug bot.

On WPE, this test is also pretty flaky, but seems to be something related to the browser being visible. With --display-server=wayland, the test fails the first 2 runs out of 100. If we alt-tab the runner window, it starts failing a lot, just like the xvfb (aka headless) display behavior. Sometimes it hides the entire bubble, but sometimes has just a offset difference for it (see bug298585)
