The slow animation happens in the first ‘loop’ only. Once the animation starts over, playback occurs at normal speed.

Updating the title, as I observe identical behavior in STP and in shipping Safari.
Also, marking as INVALID, because we currently believe this issue to be below WebKit is system frameworks.
