As announced on webkit-dev, we are decommissioning the Apple Windows port https://lists.webkit.org/pipermail/webkit-dev/2023-February/032478.html

We removed the queues in https://bugs.webkit.org/show_bug.cgi?id=251870. We should remove the code specific to windows from build.webkit.org (and CISupport).
