Some users are getting Internal Server Error during new bug creation. WKBI is also getting errors due to the same issue.

This was caused by newer version of perl-Email-MIME-ContentType installed on the new Bugzilla server.

This is fixed in Bugzilla 5.0.6 but we are still running 5.0.4 with backported security patches.

Backing porting the changes as a work around until we could upgrade to 5.0.6.
