The Form Controls menu in the VoiceOver Rotor menu sometimes becomes out of sync with what VoiceOver is actually verbalizing.
For example, in the video attached to https://b.corp.google.com/issues/270134673, the first form control item that's focused on and verbalized is the 18th item on the list even though the form controls menu highlights the first item.
Our theory is that it may have something to do with how VoiceOver handles menu and menuitem dom elements.

We believe this bug has been fixed in macOS 13.3. The fix was in a system component, so moving this to RESOLVED | MOVED (since there was no WebKit change associated with this fix).
