Description Brent Fulgham 2023-03-28 13:19:48 PDT

The test reference for css/css-backgrounds/border-image-repeat-round.html compares the scaled (repeating) images with an expectation that uses spacing between the images.

This is incorrect, and does not match the test reference on WPT.fyi.

This change adds the missing local reference file so that a proper comparison can be made.

I decided to import the upstream test cases, since they correct this image issue.
