Pull-requests which are comprised entirely of cherry-picks should be exempt from the 1-commit-per-PR policy. The rationale for this is that cherry-picks have already landed somewhere else, so we can be sure that if the whole series of cherry-picks builds, each cherry-pick will very likely build in sequence as well. This assertion is only likely to be true because cherry-picks are coming from elsewhere in the repository.
