I was able to replicate this failure at iOS 16 ToT and Ventura ToT as follows:

run-webkit-tests --ios-simulator imported/w3c/web-platform-tests/css/css-backgrounds/background-size/background-size-cover-svg.html 

run-webkit-tests --root imported/w3c/web-platform-tests/css/css-backgrounds/background-size/background-size-cover-svg.html
