Steps to reproduce:
1. With Safari STP 166
2. Disable Site Specific Hacks
3. Go to https://www.icourse163.org/help/help.htm#/hf?t=2
4. Click on the arrows in the content

Expected Result:
Content flickers while clicking drop down arrow button

Actual Result:
No flickering. 

The site is working as expected the same way in all browsers. 
This has been fixed and the Quirk is not needed anymore. 


It has been retested by Zohreh Momeni on March 31, 2023.
