It looks like this might be a flaky issues. https://build.webkit.org/#/builders/794/builds/132 was the earliest instance of this I could find (10 days ago with 262199@main).

https://commits.webkit.org/262196@main (Allow setting a storage limit for all origins) landed a few revisions before the first failure, might possibly be related.
