Steps to reproduce :
1. On an iPad 
2. Open Safari
3. Go to https://www.msn.com/en-us/video
4. Remote Inspect the iPad from the desktop
5. Disable Site Specific Hacks
6. Reload the page
7. Play any video.
8. Attempt to scrub the video.

Expected :
User should able to scrub the video

This is working without the Quirk.
Tested on Safari 17.
