The "Local File Content Sniffing" flag is an internal debugging flag, and note a feature flag users or developers need to interact with.

Stable is not the right status for this flag; it should be `internal` instead.

We actually forcibly turn this flag off in DRT/WKTR, so we don't even want it to be treated as a normal stable (or testable or preview) feature.
