As suggested in code review https://github.com/WebKit/WebKit/pull/12952#issuecomment-1515807282 the
logic of handling data url downloads is mostly the same between linux and windows ports and can be
extracted in NetworkDataTaskDataURL which wouldn't depend on a particular network stack.
