is a flaky text failure on all platforms since re-importing from upstream.

I was able to reproduce this at Ventura ToT running the test as follows:

run-webkit-tests imported/w3c/web-platform-tests/css/css-tables/visibility-collapse-row-003-dynamic.html --iterations 100

This test has been in this state since it was re-imported/resynced at https://commits.webkit.org/264228@main
