Hi Team,

While going through Blink's commit, I came across another failing test case:

Test Case: data:text/html;charset=utf-8,<select required><option value=""
disabled>Placeholder<option>First</select><select><option value=""
disabled>Placeholder<option>First</select>

Expected Result: [First] [First]
Actual Result: [Placeholder] [First]

^ Failing following:

FAIL valueMissingFor("select-disabled-option-2") should be false. Was true.
FAIL document.getElementById("select-disabled-option-2").selectedIndex should be 1. Was 0.
