To better align with web-spec:

Web-Spec: https://html.spec.whatwg.org/#texttrackcue

Following needs to be fixed:

attribute double endTime;

to 

attribute unrestricted double endTime;

and also in Constructor:

[CallWith=CurrentDocument] constructor(double startTime, double endTime, DocumentFragment cueNode);
