The pointerevents/pointerevent_attributes_hoverable_pointers.html?mouse WPT is failing with (among other things) this error message:

```
mouse <pointereventtype>.button is -1 when mouse buttons are in released state.	(Expected -1 but got 0)
```

This failure can be observed for all pointer event types bar `pointerup` and `pointerdown`, and hits to us not faithfully reproducing the `button` property as specified in the Pointer Events W3C spec: https://w3c.github.io/pointerevents/#the-button-property.
