REPRODUCIBILITY:

I was able to reproduce this issue as a CONSTANT failure on macOS Ventura (13.5, 22G74/arm64) ToT using the following command:

run-webkit-tests -1 --clobber-old-results --verbose imported/w3c/web-platform-tests/html/browsers/browsing-the-web/navigating-across-documents/replace-before-load/form-submit-cross-frame.html

REGRESSION:

This test has been consistently flaky since its introduction at 264177@main.
