Testing with Epiphany 45.0 with the Wayland GNOME session on Fedora 39,
1. Opening these two images in new tabs:

2. Try dragging them to any other application.
Result: the 1st image (from Apple) can be dragged to Nautilus 45 or gThumb 3.12.2, but you cannot drag the 2nd image to any app, it does not even "grab" it to initiate the drag.
