is a new test introduced at https://commits.webkit.org/269406@main that is a constant text failure on iOS17.

I was able to reproduce the failure at iOs 17 Release ToT running the test as follows:

run-webkit-tests --iOS-simulator fast/mediastream/getDisplayMedia-max-constraints4.html

History indicates this has been failing since it was introduced.

Also, this isn't a regression since it is a new test failing since introduction. Updating title.
