[ews] False positives occur when the run-layout-tests-without-change step fails due to a test runner exception

See https://ews-build.webkit.org/#/builders/42/builds/2296, where run-webkit-tests hit an issue with the simulator and failed with exit code 254. The PR author was blamed for the previously seen failures. We should declare the results inconclusive and retry the test run if something like this happens.
