In https://github.com/w3c/csswg-drafts/issues/12287 Morten proposes clarifying the spec to say that when both the containing block and anchor are within the same fragmentation context, we use the fragmented abspos coordinate system for the anchor geometry. However, the existing tests are not consistent with this, which is why we are failing a lot of them. Let's fix the tests.
