This is just a work-in-progress patch. I'll give folks more of a chance to respond to the webkit-dev thread before moving forward with this patch.

jamesr tells me that the timer codepath isn't quite ready for primetime. I mistakenly thought it had shipped in Safari 5.1. We can revisit this patch when everything is fully baked.
