When PR is created from new contributors, I see formats of most of them are not aligned to WebKit's requirements.
This means,

1. Document is not enough improved. For example, it misses bugzilla URL requirement.
2. git-webkit needs to be improved to prevent this from happening. It should be friendly enough to new contributors to follow to the procedures.
3. We should have GitHub bot etc. to automatically point out the accidentally ill-formed PR without reviewers' interaction, and the bot should guide new contributors to the right documents etc. to help them to follow to the procedure.
