On iOS 16.4 beta 1 Safari does not fire the "visibilitychange" event when the browser is minimized.

I am having trouble reproducing on iOS 16.4 Beta with: ``` 1. Load

2. Home out of Safari 3. Go back to Safari 4. You should now see
> visibility changed to hidden > visibility changed to visible
``` Could you please provide more information to help us reproduce? Is this on iPad or iPhone? Do you have a better reproduction case than the one I wrote above?
