Port across the following types to the new serialization format:

- WebSpeechSynthesisVoice
- VideoTrackPrivateRemoteConfiguration
- TrackPrivateRemoteConfiguration
- AudioTrackPrivateRemoteConfiguration
- RemoteGPURequestAdapterResponse
- MediaControlsContextMenuItem
