Ubuntu 20.04 doesn't provide required ATK libraries (2.38).

Currently, GTK-Linux-64bit-Release-Packaging-Nightly-Ubuntu2004 bot is building with ENABLE_ACCESSIBILITTY=OFF.

In order to enable a11y is needed to update ATK libraries via JHBuild.
