Let's make the buffering policy introduced in bug 253295 configurable.

This can be done through 3 settings:
ManagedMediaSourceLowThreshold (default is 10.0s)
ManagedMediaSourceHighThreshold (default is 30.0s)
ManagedMediaSourceRebufferingThreshold (default is 10.0s)
