http/tests/priority-hints/fetch-api-priority.html is still flaky even after 262499@main removed the flaky mark. Reopened.

Can you reproduce it locally? I can't reproduce it on my Ventura 13.3.

Yes. I'm using Windows port. I didn't test other ports.
