broken stacking with pseudo element

In Safari 16.4 (both on iOS and Desktop) the stacking context breaks on the homepage hero on this site: https://deploy-preview-14--unas-new-site.netlify.app/

Attachment shows the issue. I tested in 16.3 with no issue and Safari TP with no issue. This only appears in 16.4
