I recently resynced the css/css-backgrounds WPT test suite. Many of these tests were skipped years ago, and appear to work (at least according to wpt.fyi). We should unskip relevant tests, add missing 'fuzzy' rules where appropriate, and allow ourselves to focus on the remaining failures.
