[build.webkit.org] Add ARM32 and ARM64 build post-commit bots for WPE

Summary
[build.webkit.org] Add ARM32 and ARM64 build post-commit bots for WPE

We don't have any ARM bots for WPE nor WebKitGTK. The main reason for that is that FlatpakSDK is not availble for ARM. However, it would be possible to at least deploy an ARM bot that builds using system libraries (like the Ubuntu LTS and Debian Stable bots do). I propose to deploy both ARM32 and ARM64 bots for WPE only, since ARM is a more relevant architecture for WPE. Having such bot will help us spot build issues related to ARM much easily.

The bots are not taking any income jobs because they were not added to the schedulers.
