Description:
Mouseout event is not fired from element inside iframe when moving cursor from this element directly over devtools or outside browser.

What steps will reproduce the problem?
(1) Please go to https://codesandbox.io/s/serene-shape-iefcvv
(2) Open devtools on the right side
(3) Move cursor over red rectangle
(4) Move cursor over devtools

What is the expected result?
Mouseout event should be fired not only from iframe but for content also.

What happens instead?
Mouseout event is not fired from content of iframe.
