[git-webkit] Don't annotate cherry-picks from non-production branches

Summary
[git-webkit] Don't annotate cherry-picks from non-production branches

It's relatively common for engineers to cherry-pick changes between two different PR branches. We shouldn't annotate such commits as cherry-picks, these commits should be treated as novel commits since the "original" commit is ephemeral (and in fact, may only exist locally).
