The `scrollbar-color` property should be forced to auto when forced colors mode is active.

I don't believe Apple platforms have a forced colors mode. Nor that WebKit supports the active state on Windows at the moment. So it may be that this issue can just be closed. But for the sake of completeness I thought I'd document this.
