There have been some discussions related to the static positioning of grid items. It seems like the spec will be changing so that the content box is always used for grid items in relation to static positioning. Other engines are already starting to test and implement this change https://github.com/web-platform-tests/wpt/pull/40710

Seems like Blink tested out this spec proposal and Canary and found that it was not web compatible. Will go ahead and close out this bugzilla then since it seems like this specific change cannot be adopted https://issues.chromium.org/issues/40272496
