We determined why this is happening. It's an issue with Apple's internal build system. Moving to <rdar://problem/111822589>
*** Bug 259361 has been marked as a duplicate of this bug. ***
Please test with STP 175.
STP 175 does indeed have JPEG XL enabled, but we are tracking an issue about graphical distortion using it. We are investigating them at https://bugs.webkit.org/show_bug.cgi?id=259587
We are intentionally disabling JPEG XL on Ventura and Monterey (but not Sonoma, and not non-macOS) until we can figure out the graphical distortion problem. See commits.webkit.org/266408@main
