Historically, import-w3c-tests was designed to be able to import a variety of different test suites; when it was written, various W3C groups, most notably the CSS WG, still maintained their own test suites separate to WPT.

This isn't true any more. We should stop pretending that this script is more generic than WPT, because we haven't used it for anything else since the CSS test suite got merged into WPT over six years ago, and it leads to issues such as bug 257730.
