Japanese layout keyboard

1. With a MacBook and a Japanese keyboard layout
2. Be on normal ABC input mode (not kanji IME)
3. Go to any site in Safari
4. Open Web Inspector
5. Open Sources Tab
6. Set a breakpoint and reload the page to hit the breakpoint
7. Command-Shift-+

Expected:
Window is being zoomed to make characters bigger, like in a normal Safari tab.

Actual:
Command-Shift-+ is interpreted as Command-; (StepInto)

On a Japanese layout keyboard the ; and + are on the some key.
