This test is a constant failure on x86_64 machines.

I was able to reproduce this bug on macOS Ventura using x86_64 running the test as follows:

run-webkit-tests imported/w3c/web-platform-tests/webcodecs/temporal-svc-encoding.https.any.html

I was also able to bisect a regression point. This test reproduced at 265561@main, but it did not reproduce at 265560@main. Changes at 265561@main are directly related to this error, and is likely what caused the failure.
