Summary webkitbot fails to run due to Autoinstall issues

webkitbot stops working when Autoinstall is triggered by new Python package dependencies. Autoinstall is not able to run because webkit-patch is not launched with necessary PROXY setting to reach pypi repos. Autoinstall subsequently fails due to sys.executable missing from the environment within Nodejs.
