Starting in Safari 17 on Sonoma, both shipping and STP (Release 180 (Safari 17.4, WebKit 19618.1.1.2)), resources never seem to load over HTTP/3. This includes sites like https://cloudflare-quic.com and https://quic.nginx.org. On Safari 16.6 (Ventura), Safari 17 (Ventura), and Chrome, the initial load will be a mix of H2 and H3 with subsequent reloads loading more and more resources over H3. Eventually Safari 16 and 17 on Ventura will pass the https://quic.nginx.org/quic.html test with 3000/3000 QUIC connections but Safari 17 on Sonoma never does. Latest trunk build seems to fail the same way on Sonoma.

Thank you for the report. This is decided below WebKit, but I've asked the people responsible for this, and sounds like there should be no change, it's still enabled partially.

Ive personally run the test twice, and got 0/3000 at first, and 3000/3000 on the second try.

Please use https://feedbackassistant.apple.com going forward to communicate with Apple engineers working on this directly.

I wondered if that was the case. What component should I report this on, CFNetwork?

I do not know what options are available on feedbackassistant. Filing against CFNetwork would be close enough.
