Just the ۞ character should be in Noto, but the whole word is.

(Rarely, the word doesn't show in noto, but after deleting 'unicode-range' then adding back the bug shows.)

- Firefox and Chrome don't have this problem.
- Reproduced on Safari 16 and 17.0.1 (on mac and ios).

not sure I understand the bug. 
Or maybe I can not reproduce on STP 180. 
I do not seem to reproduce in Safari 17.0 either.
