Implement the `invoketarget` & `invokeaction` behaviour described in https://open-ui.org/components/invokers.explainer/.


I've got a WIP PR here: https://github.com/WebKit/WebKit/pull/18794, and I'm happy to take on this work fully.

This is intended as a tracking issue for the work.
