Steps to Reproduce:

1. With macOS Sonoma
2. With STP 180
3. Set your Web Inspector to be a separate window
4. Minimize the height at its minimum possible height
5. Make Sur the console section is visible with the Elements Tab
6. Resize the console-elements separator to maximize the console area
7. Close the Web Inspector
8. Go to https://www.fisglobal.com/en/products/tripos-connect-to-the-world-of-commerce
9. Open the Web Inspector


Result:
The top area is completely messed up with overlap of layers. 
See the screenshot. Dragging down the separator shows the layers movement, until it makes the UI readable/usable.

Note:
It requires a site with a lot of errors in the console to reproduce.
