The Quirk will need to be removed once there is a better idea on why exactly it is failing.
This bug is a placeholder for this. 

Steps to understand if the Quirk is still needed.

0. With Safari, Disable Site Specific Hacks
1. Navigate to Zoom.us 
2. Log in 
3. start a Zoom call

Result:
video feed in Safari is displayed.
