Hi Team,

We should align with web-spec:

Web-Spec: https://www.w3.org/TR/css-conditional-3/#cssconditionrule

^ All browsers (Firefox Nightly and Chrome Canary 121) still have 'readonly' like WebKit / Safari but web-spec says otherwise.

Current:

readonly attribute CSSOMString conditionText;

To:

attribute CSSOMString conditionText;
