https://developer.mozilla.org/en-US/docs/Web/API/RTCRtpSender/setParameters The framerate set on the RTCRtpSender is not applied. I have set 15 but it is publishing at 20 or more. I am publishing a video from canvas(at 20frames). The same thing restricts to 15 on other browsers.
