When running `./Tools/Scripts/update-webkitgtk-libs` the script pulls Flatpak SDK even if WEBKIT_BUILD_USE_SYSTEM_LIBRARIES=1. The script should skip pulling Flatpak SDK if that condition is true. If that condition is false, then pulling Flatpak SDK is the right thing to do unless WEBKIT_JHBUILD=1.
